Why organisations report energy opportunities—and why the evidence matters
ESOS is a mandatory UK energy assessment scheme for qualifying organisations. Every four years it creates a structured point at which covered organisations examine energy used by buildings, industrial processes and transport, identify saving opportunities and report specified information.
Qualifying organisations audit significant consumption and identify tailored energy-saving opportunities.
Phase 3 expanded what is published, giving researchers a richer evidence trail than earlier phases.
The qualification date is 31 December 2026 and compliance notification is due 5 December 2027.

WHO QUALIFIES
“Large undertaking” has a specific threshold
Why this definition matters: ESOS applies to large UK undertakings and groups containing one. That statutory scope is why the ESOS IQ evidence base centres on qualifying organisations. ESOS IQ users can be suppliers, advisers, researchers or the organisations themselves; the size criteria describe who reports, not who may use the data.
For both Phase 3 and Phase 4, a UK undertaking is large if it meets either of these tests. Corporate-group and qualification-history rules can bring the wider UK group into scope when one UK group member qualifies.
The employee criterion stands on its own.

Both financial thresholds must be exceeded.
The detailed rules cover corporate groups, overseas organisations, recent growth or shrinkage and exclusions. Public bodies are generally outside ESOS, while some charities, partnerships, universities and other non-public-sector undertakings can qualify. - Cover significant consumptionAssess at least 95% of total energy consumption through audits or an accepted compliance route.
- Identify opportunitiesEnergy audits analyse consumption and identify tailored, cost-effective energy-saving measures.
- Report and sign offComplete the ESOS report and notification, with the required lead-assessor and board-level sign-off.
- Plan, review and updatePublish an Action Plan and Progress Updates. Phase 4 also requires an action-plan review and reporting of achieved savings in the assessment.
HOW ESOS IS EVOLVING
From periodic compliance to a more visible action trail
Established the first four-year assessment and compliance cycle for qualifying organisations.
Repeated the assessment cycle. The earlier phases primarily published notification-of-compliance data.
Added stronger reporting, public high-level recommendations, mandatory Action Plans and two Progress Updates. The second Progress Update is due 5 December 2026.
Compliance is due 5 December 2027. Confirmed rules remove two older compliance routes, add reporting of achieved savings and an action-plan review, and introduce a third Progress Update due 5 December 2031.
Government postponed proposed net-zero requirements until Phase 5. ESOS IQ will distinguish confirmed requirements from consultation or policy direction as details develop.
